科技券懶人包!3招教你輕鬆申請!

科技券早於2016年11月推出,旨在資助本地中小企業使用科技服務。計劃推出兩年多,有客戶反映申請過程繁複,亦有人話申請比想像中簡單,一個月內就能取得資金!其實計劃推出已經一段時間,一開始時創新科技署被炮轟審核時間過長,如今已經改善不少,只要文件交齊一般3個月內就能獲批,快則一個月。今日推出懶人包,教大家輕鬆申請科技券!

首先總結一下申請的重點。企業在提交申請時在本港有實質業務運作,最多獲批三個項目,合共獲發最多20萬, 2:1 的配對方式,企業要負擔不少於總成本三分之一。資助可用於科技顧問服務,購置設備、軟件及科技服務方案。簡單來說, 申請科技券分為3個步驟,

C科技券委員會審批

如何成功獲批?下面總結一些重點供大家參考!

文件要齊!Back & Forth 最花時間!

政府會針對每份申請進行內部會議,而這些會議次數並不頻繁,如果出現文件不齊、資料錯漏等情況,創科局不會第一時間通知,企業要等到申請被拒後才能補交文件,但等待政府回覆又需要時間,如此企業與政府一來一回極度消耗時間。所以,各位一定要準備好所有資料先好遞交申請!

創科局近期改善審核流程,加快了審批時間,早前承諾了將會放寬科技券申請限制,現時一般兩三個月便獲批。需提交的文件,包括商業登記署表格、業務運作證明文件、報價單等,詳情可點擊此處

科技券原則:價低者得

政府採購過程之中的採用價低者得原則,價錢最低者容易中標,建議各位申請時亦優先選擇最低價錢的供應商。否則,要向政府解釋原因,要清楚說明你心儀的供應商,服務與其他有何不同,以及對你的業務有什麼重要幫助,理據必須充份和合理,政府才會採納。但如此一來,申請時間會延長,因為政府可能要花額外時間審視你的請求,或者優先處理其他的申請。

最難是獲得報價

為避免出現圍標情況,政府要求申請者向供應商索取報價,而且必須「貨比三家」。

簡單來說,總值低於5萬港元,申請企業須取得至少兩間供應商的書面報價;總值超過5萬港元但30萬以下,申請企業須取得三間供應商書面報價;超過30萬的更加要找到最少五間供應商的書面報價。

在此申請者會遇到兩大難題,首先是如何獲得足夠數量的報價? 既然申請的是有關科技的資金,有些技術在香港實在非常少有,如醫療的手術機械,供應商幾隻手指已經數完。有些技術甚至只有一家供應商,如八達通。遇上這情況並非不能申請,但必須要清楚說明不能提供足夠報價單的原因。同樣地,申請時間有機會延長。

如果是一些比較普及的科技,如紡織機器,零售、CRM系統等等技術,亦不要以為能夠輕鬆獲得報價。在邀請報價時,要確保簽署「誠信條款」及「反圍標條款」,當服務供應商意識到你是科技券申請者時,容易聯想到自己可能是「陪跑」,根本不會獲得生意,便不願意提供報價。

解決方法就唯有靠大家多花心機和誠意。有其他供應商和我們分享,客戶聯絡他們時從頭到尾都只想要一份報價,對demo、會議毫不關心,亦不願意多花時間,目的如此明顯當然不樂意提供報價。

提交申請後,將由科技券委員會審批,合資格的申請者將交予創新科技署審批撥款。服務供應者有否不良紀錄亦是審批主要因素,建議小心選擇供應商及申請的人士,以及查看一下紀綠和背景資料。獲批資金後,要注意所有開支、支票,付款人都必須與申請企業企業的名稱相同,所有帳目會由註冊獨立審計師進行審計,即是俗稱的AUDIT,付款必須好好保存。申請科技券不難,如果沒有踩中以上問題,便能夠輕鬆獲得資助。踩中,亦無妨,只要清楚解釋理由一般亦能四、五個月內獲批。

香港又如何呢?會員卡是忠誠系統(Loyalty program) 的始祖。由於成本較為低廉,部分香港的商家仍然堅持使用傳統的會員卡。大部分的香港企業採用會員卡與Loyalty APP並行的方法,一方面迎合手機APP市場的需求,一方面照顧年長的顧客。事實上, Loyalty APP的這個投資是不得不做的,因為是大勢所趨,傳統的會員卡已逐漸淘汰。以下先提供一些市場調查的數字,供大家參考。

手機APP-在餐飲業表演出色

市場調查研究發現,只要能夠獲得餐廳的特別優惠和折扣,65%的客戶願意下載該餐廳的應用程式。 80%的用戶表示樂意再次重新光顧使用優惠。手機APP提供誘人的優惠吸引客人持續使用,對餐飲業提升品牌知名度亦有正面作用。

除此之外,手機APP對餐廳營運亦非常有幫助。根據外國訂餐APP GrubHub,通過傳統手機通話下單需要兩分鐘才能完成,而通過APP下單只需要45秒,效率高,讓客戶更樂意使用,另外亦減輕餐廳員工的負擔。

手機APP受年輕一代歡迎。根據Food Tech Connect的數據,使用過手機支付 (mobile payment) 的18至34歲的人中,有98%表示希望再次使用。 35%的人表示享受通過APP下單。 40%的人表示比起其他選擇更喜歡Mobile Payment。 這群90後、00後將會是你主要的客人,購買力會提升,因此以上數據不容忽視。

餐牌是餐廳的門面招牌,據市場調查公司Chadwick Martin Bailey的研究結果,62%受訪者表示能夠在 Loyalty APP上訪問餐館的菜單對他們光顧體驗非常重要。

AR 零售數字增長

現時,AR技術廣泛用於遊戲行業。Pokemon Go就捲起過一陣捉精靈熱潮。其實真正受惠於AR技術的是零售和服務行業。服裝品牌Gap的手機 Loyalty APP 允許顧客通過Gap App的Dressing Room 試裝室虛擬地試穿衣服。
